The National Association of State Controlled Substances Authorities (NASCSA) was significantly highlighted in this upcoming quota proposed rule.
Scheduled for publication in the Federal Register on Friday, November 28, 2026 are the DEA 2026 aggregate production quotas for schedule I and II controlled substances and the assessment of annual needs for ephedrine, pseudoephedrine, and phenylpropanolamine. An advance copy of the Federal Register notice is attached. Comments to the notice will be accepted for 15 days after the publication date.
To get a quick look at some 2026 opioid quotas (based on stated declining 2025 amounts), DEA is proposing “the APQs for codeine (for sale), morphine (for sale), fentanyl, hydrocodone (for sale), hydromorphone, oxycodone (for sale), and oxymorphone (for sale) are being proposed as reductions from their 2025 established APQ value.” DEA is proposing a slight increase to the remifentanil APQ from the 2025 established APQ.
Concerning lisdexamfetamine, DEA is proposing a slightly higher APQ for 2026 from 2025 to address increased prescribing, export requirements, and to ensure sufficient inventory for domestic manufacturers of FDA-approved lisdexamfetamine drug products.
