Prescription Monitoring Information Exchange (PMIX) Standards Organization

The PMIX Standards Organization supports the sharing of Prescription Drug Monitoring (PDMP) program Data among PDMP organizations and their stakeholders by establishing and maintaining the PMIX National Architecture and related guidelines, policies and standards to minimize the cost and complexity of sharing PDMP data across organizational, vendor, geographic and operational boundaries; enable secure, trusted exchanges of PDMP data and promote consistency among PDMPs. The PMIX Standards Organization operates following these Guiding Principles:

Protect state’s full rights and control of Data Ownership.
Promote the adoption of security standards that protect the confidentiality, integrity, and availability of the data in transit and at rest.
Promote fair, open and transparent competition in the selection of IT Solution providers that provide the best value products or services to PDMP participating states, while maintaining the public’s trust and fulfilling public policy objectives.
Promote uniformity in the selection of a limited set of approved common data standards.

PMIX Goals

Identify functionality for data sharing hubs
Creating a minimum standard of functionality of a PDMP; promote consistency among PDMPs; review NAMSDL and/or NASCSA model act as starting point
Explore best practices in EHR integration/interstate data sharing queries
Create standards compliance process for new schemas

Promotion and education of PMIX organization and its work
Develop best practice recommendations for handling inappropriate access to data, processes for resolving data sharing issues, etc.

Frequently Asked Questions

What is PMIX?

The Prescription Monitoring Information Exchange (PMIX) National Architecture is an information exchange standard and related guidelines that enable interoperability between systems PDMPs use for interstate exchange of PDMP data. The architecture is comprised of a formal set of technical requirements that apply to state PDMP systems, data sharing ‘hubs’, and other exchange partners or intermediaries.

What types of members are included in the PMIX Working Group?

There shall be two types of members of the PMIX Working Group, PDMP Representatives and advisory members:

PDMP Representatives are individuals who represent PDMP Organizations. PDMP Representatives may serve on the Executive Committee and/or the Technical Architecture, Operations and Ad Hoc Subcommittees.
Advisory members may serve on the Technical Architecture, Operations and Ad Hoc Subcommittees. Advisory members’ voting authority is limited to their respective subcommittees.

How are members elected?

Elections

Ongoing elections of the Executive Committee shall satisfy the following requirements:

By the last Friday in October, each region’s state PDMP Organizations shall elect its PDMP representatives and provide the names to the Chairperson of the Executive Committee. Each region shall also identify one alternate representative.
The election of the nominees shall be overseen by the Executive Committee in accordance with guidelines established by the Executive Committee.

Vacancies

If there is a vacancy on the Executive Committee, the Chairperson shall appoint the alternate representative from that region as an interim member of the Executive Committee. If there is no alternate from the region to appoint, the Chairperson shall appoint a PDMP representative from within the region an interim member. Interim members shall serve the remainder of the vacated term.

Term of Office

Members of the Executive Committee shall be elected to two year terms except during the first election (see Section 4.02a)
There shall not be a limit to the number of terms an Executive Committee Member may serve.

How do you become a member of a subcommittee?

Membership of the subcommittees must be approved by the Executive Committee. Nominations for the Technical Architecture, Operations, and Ad Hoc Subcommittee shall be accepted at any time. Nominations may be made by any current Prescription Drug Monitoring Program or stakeholder group. Nominations shall be made to the Chairperson of the respective committee or the Executive Committee.
